Rockstar Games Says GTA V Feels Like A Next Generation Game

Rockstar Games believes that its upcoming title Grand Theft Auto V feels like a next generation game, even if its only played on the Xbox 360 and PlayStation 3. Phil Hooker, who created the combat system for the upcoming title, told IGN that:
“we surpassed our own expectations and during development I think everyone working on the game has been astounded by improvements to the graphics, or new mechanics, or AI, or mission scope along the way…gamers will see all of these improvements at once in one go, compared to GTA 4 this definitely feels ‘next generation’ to us.”
What do you think about those comments. Can a game be next generation based on the mechanics, gameplay, AI and missions? Or is the game going to need the next generation consoles to provide a truly next generation experience based on the newly improved graphics?
